T/PS Raymond Hewitt     –     British Transport Police,

It is alleged that between approximately January 2022 and January 2023 TPS Hewitt behaved inappropriately towards his ex-partner Ms A, by visiting her and her brother Mr B at their places of work, parked his personal vehicles in the road where his Ms A resided and sent her flowers and a card on her birthday.

After a complaint was made, TPS Hewitt was spoken to by his line manager about his behaviour and told to desist but he continued to make contact via social media, telling Ms A that he loved her and subsequently visited her place of work whilst on duty causing her harassment, distress and/or anxiety.

On 25th January 2022 TPS Hewitt was on duty and in uniform when he visited an ex-work colleague of his ex-partner Ms C. He made her feel uncomfortable by talking to her at length about personal matters and asked if he could give her a hug. On 26th January 2022 whilst off duty, he waited in a garage area until she had finished work, whereupon he asked her about Ms A. This made her feel very uncomfortable. On 27th February 2022 he again visited her at her home address, but when she realised it was him she did not answer the door.

Between approximately April 2022 and December 2022 TPS Hewitt behaved inappropriately towards PC D, a 17-year-old female who wanted to apply to become a police officer.

On 22nd May 2022; 11th June 2022; 15th November 2022; 17th, 20th and 25th December 2022; and 2nd January 2023 he sent PC D text messages with a kiss (‘x’) at the end.

On 10th May; 2nd June 2022; 30th August 2022; and 17th and 20th December 2022 he sent PC D text messages about meeting up for a coffee.

On 17th December 2022 he sent PC D a text message suggesting that they could meet up for a ‘drink’ and the following day suggesting dinner as well; and

On various unknown dates he made comments to PC D about her appearance, about going running together and about becoming ‘gym buddies’.

On or about 23rd February 2023 TPS Hewitt took a photograph of himself wearing British Transport Police uniform and posted the picture on the internet dating application ‘Tinder’.

Posting a photograph whilst wearing police uniform on social media is a breach the British Transport Police ‘Social Media’ policy, which provides that officers must not post photographs of themselves in uniform on social networking sites.
