A former Thames Valley Police officer would have been sacked after a misconduct panel found he sexually assaulted a female colleague while the pair were on duty together in a marked police car.
Former PC Robbie Wilson resigned as Professional Standards investigators examined allegations involving three women. He did not attend the hearing, which went ahead in his absence.
The panel found proven that on July 24, 2024, Wilson massaged PC A’s shoulder before moving his hand beneath her clothing and touching her left breast.
It found he then asked her to perform oral sex. When she refused, Wilson told her to close her eyes before placing her hand on his erect penis without her consent, the panel found.
The hearing ruled that Wilson did not believe PC A was consenting.
The panel also found proven that, while on duty with another colleague, PC B, on April 17, 2021, Wilson asked words to the effect of: “How would you feel if I touched your leg?”
He later said: “This is your last chance to get in the back seat” — a comment the panel found implied sexual activity could take place in the rear of the police vehicle.
The conduct involving PCs A and B breached the standards of Authority, Respect and Courtesy and Discreditable Conduct, the panel found. Taken together, it amounted to gross misconduct.
A separate allegation concerning an off-duty encounter with PC C in September 2023 did not result in a standards breach. The panel found PC C did not consent to kissing, breast touching, her neck being held or sexual intercourse, but found it not proven that Wilson knew, or believed, she was not consenting.
The panel ruled that Wilson would have been dismissed without notice had he remained a serving officer.
