Summary

The allegations are that between 13th August 2020 and 24th November 2020, former officer 632 Chris Bolton interacted with a vulnerable female (Ms A) who he met on duty. The interactions were inappropriate and/or brought discredit on the police service in that he viewed an inappropriate image of the female, touched her breasts, exchanged images of an inappropriate, intimate and or sexual nature and engaged in conversation discussing the possibility of forging a relationship with her.

It was further alleged that on or around 23rd August 2020, PC Bolton re-scored a risk assessment relating to Ms A which was done with an aim of increasing the score, rather than completing the assessment in an objective and honest manner.

 

The Standards alleged to have been breached were Discreditable Conduct, Authority, Respect & Courtesy, Honesty & Integrity and Duties & Responsibilities.

The Panel concluded that the allegations had been proved and amounted to Gross Misconduct.

The sanction of the Panel was that, had the former officer still been serving with North Yorkshire Police, he would have been dismissed. As a result of this finding, former officer 632 Bolton will be placed on the College of Policing Barred and Advisory list.
