A former police officer supplied anabolic steroids to a man and shared confidential body-worn video footage on three separate occasions, a misconduct hearing has found.
Former Cheshire Police Constable Shannon Burt, appeared before an accelerated misconduct hearing on August 18, 2026.
The hearing was told that Burt had shared body-worn video footage on various dates in 2022, while serving with Greater Manchester Police.
She accepted sending the footage and accepted that her actions breached professional standards relating to confidentiality and discreditable conduct.
Burt apologised, but Chief Constable Mark Roberts ruled that sharing police bodycam footage without a policing purpose was so serious that the conduct alone would have resulted in her dismissal.
The former officer also faced an allegation that she had been concerned in the supply of anabolic steroids, a Class C controlled drug.
Burt denied purchasing or supplying steroids to a man or anyone else.
But the decision maker rejected her explanation of WhatsApp messages dated March 7, 2023, including a reference to having “bought his steroids lol”.
Chief Constable Roberts found on the evidence that Burt had supplied steroids to a male.
He ruled that her conduct amounted to gross misconduct and said it would seriously undermine public trust and confidence in policing if it became known.
Burt had already resigned from the police service before the hearing.
The judgment concluded that the only appropriate disciplinary outcome would have been Dismissal without Notice had she still been serving.
She was placed on the Barred List, preventing her from returning to the policing profession.
