PC Guina     –     Thames Valley Police,

It alleged that in September 2022  PC Guina, whilst off duty and on holiday in Amsterdam, smoked cannabis. While doing so he took a video of himself and placed the video on his social media platform “Snapchat” to over 100 followers.

SPC Haydy Dowling     –     Thames Valley Police,

On 10 April 2022, while off duty, he was stopped by officers while driving a vehicle. Roadside checks showed that the vehicle was not registered to him, had no vehicle tax and appeared to be uninsured.

Former Special Constable Dowling advised officers that he had insurance obtained in-store at Tesco however was unable to provide proof of this as he never received any documentation.

Relevant checks showed the vehicle was last insured on 19 October 2021 and that insurance was held by the previous owner.  The vehicle was therefore seized.  Checks conducted by officers following the vehicle seizure confirmed that car insurance could not be obtained in-store at Tesco and only online or by telephone.

On 10 April 2022, Former Special Constable Dowling started a policy of Insurance with AXA Direct in order to collect his vehicle.

On 29 September 2022, Former Special Constable Dowling was found guilty at Court for using a vehicle on a road without insurance receiving points on his driving licence and a fine.

It is alleged that Former Special Constable Dowling drove a vehicle without car insurance and provided a false account to officers about having car insurance.

It is alleged that on 4 March 2022 PC Brereton was driving a marked police car, with PC Chambers in the front passenger seat. At 11pm on Lumley Road, Skegness, they saw a red Volkswagen Scirocco being driven towards them. Due to the manner of driving the vehicle was requested to stop and failed to do so. PC Brereton was not authorised to pursue vehicles, however, it is alleged he did so. At around 11.14pm the VW Scirocco left the road and collided with a tree. The driver and only occupant was pronounced dead at the scene.

At 11pm on Lumley Road, Skegness, they saw a red Volkswagen Scirocco being driven towards them. Due to the manner of driving the vehicle was requested to stop and failed to do so. PC Brereton was not authorised to pursue vehicles, however, it is alleged he did so. At around 11.14pm the VW Scirocco left the road and collided with a tree. The driver and only occupant was pronounced dead at the scene.

Whilst off duty, the officer is alleged to have shouted and sworn at a member of the public, after a road incident, causing her to be fearful of her safety. After she reported this to the police, he later received a Community Resolution Order for a Section 5 Public Order Offence.  He is alleged to have omitted to declare this on his vetting Form when applying for another role. He also is accused of failing to declare a family member on the Vetting Form.

On the 15th November 2022 Constable Duggan attended at Warrington Combined Court where he pleaded guilty to two offences of intentionally touching a woman aged 16 or over and that touching was sexual when she did not consent and he did not reasonably believe that she was consenting, which is contrary to Section 3 of the Sexual Offence Act 2003.

It is alleged that on 1 October 2021 while off-duty, PC Gallant was abusive and aggressive towards a police officer colleague, assaulting him and causing damage to his vehicle and clothing, resulting, on 19 January 2022, in PC Gallant being issued with a conditional caution for the offenses of assault contrary to section 39 of the Criminal Justice Act 1988, and Criminal damage contrary to section 1(1) of the Criminal Damage Act 1971.

The hearing is to be held in public.
