It is alleged that, between September 2018 and May 2020, PS Albutt sent inappropriate communications and inappropriately initiated physical contact towards a junior female colleagues.

It is alleged that, from around October 2020 the former officer created “false” or “anonymous” social media accounts. The former officer used these social media accounts to send inappropriate, upsetting and derogatory messages to Officer A and friends of Officer A. Between August 2020 and November 2020, he also made inappropriate comments about Officer A to other officers.

On or about 15 May 21 he made a false allegation of breach of Covid – 19 regulations by Officer A to the Intelligence Unit of the Professional Standards Department of BTP (“PSDIU”).

On or about 5th July 2021, without Officer A’s permission, the former officer removed Officer A’s body worn video from the police post for a week and then replaced it.

On or about 14 June 2021 he impersonated or pretended to be one Kayleigh Elliot for the purpose of lodging a false complaint via PSDIU against Officer B.

On 7 July 2021 he filed an anonymous (false) allegation of breach of Covid – 19 regulations by Officer A with PSDIU.

On 29 July 2021 he filed another anonymous (false) allegation against Officer A with PSDIU relating to Officer A allegedly mocking a male officer who dressed and identified as a woman (whilst off duty).

In August 2021 he caused Officer A and her friend to receive unwanted correspondence from checkatrade.com.

On Friday 26th November 2021 PS Meller was on duty as a Custody Sergeant at Swansea Central Police Station Custody Suite. He received a juvenile female detainee into custody. The detainee was conveyed to the police station by 2 female police officers. The detainee was a vulnerable person. PS Meller spoke to the detainee in inappropriate language which was aggressive and insulting. PS Meller also spoke to the arresting officers in an excessively familiar and inappropriate way when they were in the custody suite. After the 2 arresting officers left the custody suite PS Meller spoke in inappropriate terms about them to PS Yeomans and another person. PS Meller witnessed his fellow Custody Sergeant, PS Yeomans, use inappropriate and unprofessional language in the Custody Suite during the same incident but failed to challenge or report him for his behavior.

PC Amy Byrne (BTP23)     –     British Transport Police,

is alleged that on 7th June 2021 police officers attended an incident near PC Byrne’s home address. The Officers then returned to PC Byrne’s address where she identified herself to the attending officers as a police officer with BTP.

The attending officers subsequently had cause to conduct a search of PC Byrne’s address and found:

Numerous deal bags in various colours.
Deal bags that contained small amounts of cannabis.
A half-smoked cannabis joint.
A hydroponics tent.
Two cannabis plants.
A hydroponics kit (which was operational/turned on at the time of the search).
A pack of cannabis seeds.
Correspondence sent to the Officer.

PC Byrne dishonestly told the attending officers that she did not live at the address. She dishonestly stated that she lived with her mother.

PC Byrne is alleged to have breached the Standards of Professional Behaviour relating to Honesty and Integrity and Discreditable Conduct.
