Having previously received management action by way of words of advice from a senior officer on 25 June 2021 about pursuing an inappropriate relationship with a student officer on his team who he directly supervised, PS Snaith continued to pursue and establish improper emotional relationships with two other female student officers on his team.
Between 1 June 2021 and 31 May 2022 PS Snaith pursued and established an improper emotional relationship with Officer A, a student female officer within Dorset Police. PS Snaith sent text messages to her that were improper, flirtatious and of an unprofessional nature. Officer A was junior in rank and status to PS Snaith, and he held direct supervisory responsibility for her. She also reported being a victim of domestic abuse during this time, which PS Snaith was aware of.
Between 13 April 2021 and 26 May 2022 PS Snaith pursued and established an improper emotional relationship with Officer B, a student female officer within Dorset Police. PS Snaith sent text messages to her that were improper, flirtatious and of an unprofessional nature. Officer B was junior in rank and status to PS Snaith and he held direct supervisory responsibility for her.

It alleged that in September 2022  PC Guina, whilst off duty and on holiday in Amsterdam, smoked cannabis. While doing so he took a video of himself and placed the video on his social media platform “Snapchat” to over 100 followers.

The hearing is to be held in public.

On 10 April 2022, while off duty, he was stopped by officers while driving a vehicle. Roadside checks showed that the vehicle was not registered to him, had no vehicle tax and appeared to be uninsured.

Former Special Constable Dowling advised officers that he had insurance obtained in-store at Tesco however was unable to provide proof of this as he never received any documentation.

Relevant checks showed the vehicle was last insured on 19 October 2021 and that insurance was held by the previous owner.  The vehicle was therefore seized.  Checks conducted by officers following the vehicle seizure confirmed that car insurance could not be obtained in-store at Tesco and only online or by telephone.

On 10 April 2022, Former Special Constable Dowling started a policy of Insurance with AXA Direct in order to collect his vehicle.

On 29 September 2022, Former Special Constable Dowling was found guilty at Court for using a vehicle on a road without insurance receiving points on his driving licence and a fine.

It is alleged that Former Special Constable Dowling drove a vehicle without car insurance and provided a false account to officers about having car insurance.

On the 15th November 2022 Constable Duggan attended at Warrington Combined Court where he pleaded guilty to two offences of intentionally touching a woman aged 16 or over and that touching was sexual when she did not consent and he did not reasonably believe that she was consenting, which is contrary to Section 3 of the Sexual Offence Act 2003.
