PC Thompson was asked to assist with a member of public in the station office at Bromley who was believed to have been involved in a crime. It is alleged that PC Thompson used force which was not justified or necessary in the circumstances and was in any event disproportionate and unreasonable in order to detain this member of the public.

PS Longhurst had been in a sexual relationship a female member of the public and had pursued this relationship following official police contact with her despite her vulnerabilities.

The officer also failed to report the relationship to the force in accordance with force policy.

Whilst the female was in custody PS Longhurst made inappropriate sexual comments to her.

PC Fraz Niwaz     –     Hertfordshire Constabulary,

It is alleged:
At all material times, Mr Niwaz was a serving police officer, all matters are alleged to have taken place whilst Mr Niwaz was off-duty.
On 08 September 2017, Mr Niwaz reported to the police that the complainant had tried to run him over, when he knew that was not true.
On 05 November 2019, Mr Niwaz signed a witness statement in which he stated that the complainant had threatened to kill his family, when he knew that was not true.
On 16 November 2019, Mr Niwaz reported to the police that the complainant had licked his lips and touched his groin whilst looking at his young child, when he knew that was not true.
On 26 March 2021, Mr Niwaz reported to the police that the complainant used a CCTV camera to look at his children when he knew that was not true.
On 08 April 2021, Mr Niwaz stood whilst shouting and laughing hysterically at the complainant.
On 22 July 2021, Mr Niwaz shouted at the complainants.

It is alledged that on 13 October 2022 in which it is alleged that PC Eagles, whilst off duty placed himself on duty after consuming alcohol and used force whilst arresting a man.

It is alleged that on 12 December 2018, he touched Ms A, an off duty police officer, in the vaginal area, and/or penetrated her vagina with his penis, and/or ejaculated into her vagina when he was not wearing a condom.

Ms A had engaged in kissing on that occasion, but she did not consent to any other matters.

It is alleged that this occurred in circumstances where Ms A had pulled up her pyjama bottoms after he had tried to pull them down, and she had placed her hand over her vagina in an effort to stop him touching her in that area, and/or she had told him that she did not consent to sexual relations or words to that effect, and she had expressed her view, both through her physical and verbal interactions with him, that she did not consent to sexual relations.

Allegation 1

It is alleged that between 15th July and 19th September 2019, PC HOPE:

  • Engaged in inappropriate and unprofessional communication with “Female B,” a woman he met through the course of his duties using his force issue mobile phone, and
  • Attempted to conceal his inappropriate communication with her by moving the contact onto social media, and
  • Failed to notify the Head of Professional Standards of the nature of his contact with “Miss B,” contrary to West Mercia Force policy, and
  • Obtained a witness statement from “Female B,” when he knew, or ought to have known that this was not appropriate considering the manner in which he had previously engaged with her and by doing so could have compromised a live criminal investigation.

Allegation 2

It is alleged that between the 21 and 22 February 2021, PC HOPE:

  • Engaged in inappropriate and unprofessional communication with “Female A,” a woman he met through the course of his duties using his force issue mobile phone, and
  • Failed to notify the Head of Professional Standards of the nature of his contact with “Miss A,” contrary to West Mercia Force policy.

Allegation 3

It is alleged that on or about the 23 December 2019, PC HOPE made inappropriate use of his force issue mobile phone to download and store a sexually explicit image of a female for a non-policing purpose.

Former PC Adams will answer allegations that his conduct amounts to a breach of the Standards of Professional Behaviour in respect of:

Discreditable conduct
On 21 September 2022 at Chelmsford Crown Court, former PC Adams was tried and convicted for attempted voyeurism contrary to Section 67(3) and (5) of the Sexual Offences Act 2003. Former PC Adams was subsequently sentenced to a nine month community order and 150 hours unpaid work. He was ordered to pay compensation of £750 to the victims, CPS costs of £3500 and a victim surcharge of £90.

The hearing is to be held in public.

On the 26 July 2022 Former PC Babbs attended Guildford Magistrates’ Court and entered a guilty plea to the following charges;

Making 37 indecent photographs of children of Category A, B and C nature, contrary to the Protection of Children act 1978 s.1 (a)
Possessing 87 prohibited images of children, Contrary to the Coroners and Justice Act 2009 s.62 (1).
On the 13 October 2022 he was sentenced to a six month custodial sentence, suspended for 18 months. He was subjected to a Sexual Harm Prevention Order (SHPO) for seven years and a notification order for 10 years. He was also required to perform 150 hours’ of unpaid work and pay £425 in costs.

The hearing is to be held in public.

On 18 November 2021 PC Ghalayini appeared at Thames Magistrates’ Court to answer the following charges:

On 12 November 2020 at Tottenham Police Station, stole cash to the value of £80 belonging to the Metropolitan Police Service contrary to section 1(1) and 7 of the Theft Act 1968.
Between 12 November 2020 and 13 November 2020, with intent to pervert the course of public justice, did an act, namely induced a person to attend Tottenham Police Station and make a false claim, which had a tendency to pervert the course of public justice.
PC Ghalayini entered a not guilty plea for all of the above offences.

On 29 September 2022 following a trial at Southwark Crown Court, PC Ghalayini was subsequently convicted of theft and of committing an act / series of acts with intent to pervert the course of public justice.

On 31 October 2022 PC Ghalayini was sentenced to 22 months’ imprisonment. He was ordered to pay £3000 costs and a victim surcharge of £156

It is alleged that the former officer breached the Standards of Professional Behaviour in that:

On 29 June 2021, whilst in a bar in Sheffield, he obtained more than one free pint of Heineken in a promotional offer by submitting false names and false email addresses in order to qualify for more free pints. He did this knowing the email addresses could not be verified and that the promotional offer was in fact only one free drink per person.
On 25 May 2021, he submitted an application form to Derbyshire Constabulary in which he provided false information and failed to provide relevant information. In particular he:
Failed to disclose details of a speeding offence on 23 October 2020 following which he was required to attend a speeding course.
Failed to disclose his previous involvement as a suspect in a criminal investigation. He answered ‘No’ when asked on the vetting form if he had ever been involved in a criminal investigation as a suspect when he knew this to be inaccurate and/or misleading.
Failed to disclose he had a live Final Written Warning in place for Misconduct with Humberside Police which was issued on 01 February 2021 for 2 years.
Failed to disclose his previous address.

it is alleged on multiple occasions between December 2020 and September 2021z, PC Ford has vaginally and orally raped a child aged under 13 multiple times.

It is also alleged on multiple occasions between December 2020 and September 2021 PC Ford has digitally penetrated a child under 13 vaginally with his fingers and that he has made the child under 13 perform sexual acts of masturbation on him and PC Ford has kissed her sexually and PC Ford has masturbated in front of her.

It is also alleged that whilst PC Ford has been raping a child under 13, he has filmed these acts on his phone and once informed the allegations have been reported to the police PC Ford deliberately wiped his phone to prevent further evidence being found linking him to the offences.
