On 16 January 2019, an incident took place in Barking where a young female was assaulted. On 24 January 2019 PC Qayyum was appointed as the Investigating Officer.

It is alleged that between 24 January 2019 and 27 May 2020, PC Qayyum failed to act with competence, diligence and care in relation to his Duties and Responsibilities. In addition, he failed to ensure that a prompt and effective investigation took place.

The circumstances being that on 25 June 2020 police officers executed a search warrant at the home address of PC Agalliu. A number of items were seized including:

Class A drugs
Drugs paraphernalia
A large quantity of cash
A Metropolitan Police radio
On 25 October 2020 police officers executed a search warrant at a former address of PC Agalliu. A number of items were seized including:

body armour belonging to PC Agalliu
A set of handcuffs
A set of plain epaulettes
A set of case papers and interview discs relating to the investigation of an offence by PC Agalliu which concluded in December 2019.
A large number of cannabis plants under cultivation

It is alleged that PC Caruana-Ward made repeated inappropriate and offensive comments about Officer A.

In addition, it is alleged that PC Caruana-Ward inappropriately shared private and personal messages he received from Officer A with a third party, where Officer A reasonably expected those messages would remain private.

In August 2021, whilst off duty, PC PERRY made a discriminatory comment to a
colleague by telling them ‘why don’t you go back to your own country or words to that
effect.
In August 2021, whilst off duty, PC PERRY assaulted a member of the public, left the
scene and refused to return to speak to attending officers.

It is alleged that between 29 July 2016 and 20 July 2018. Whilst on duty, PC James misused police systems by conducting unauthorized searches on West Midlands Police systems, using Corvus and Crimes, to research information pertaining to a partner on a number of occasions.

It is further alleged that whilst on duty, on 15th August 2020, PC James accessed police systems and conducted checks on a neighbor’s address.

These checks were not relevant to his policing duties and were not for a legitimate or policing purpose.

On Sunday 28th November 2021 whilst on duty in uniform PC Langlands used unnecessary force against a male then aged 17 years whilst he was restrained in handcuffs. Furthermore, immediately prior to using the unnecessary force against the male, PC Langlands used unprofessional and threatening language towards him and failed to remain composed and respectful towards him.

On 04/12/2018, whilst on duty, PC Spiteri and a colleague attended at the Edgerton Hotel in Huddersfield.  The officers were responding to a ‘999’ call which had been made by the receptionist at the Edgerton Hotel who was reporting an assault and threatening behavior by a previous guest, Mr Villa.  Mr Villa was subsequently arrested and began to offer resistance.  A struggle ensued which resulted in PC Spiteri taking Mr Villa to the floor in order to restrain him

In this context the Appropriate Authority allege that PC Spiteri used excessive force as follows:

 

  1. By deliberately applying a choke hold to Mr Villa’s neck. That technique carried a high risk of serious injury and should not have been used.
  2. Whether or not the initial application of the choke hold was reasonable, it was held in place for
