In April 2020 whilst a serving Police Sergeant has made comments and carried out conduct towards a junior colleague which breached the standards of professional behavior relating to “Authority, Respect and Courtesy and Discreditable Conduct”.

SC Harvey     –     Surrey Police,

It is alleged that Former SC Harvey has stated he previously exchanged legal adult pornography with strangers online.

He has stated, during a police interviews, that sometimes he would be sent Indecent Images of Children (IIOC).

SC Harvey failed to report these illegal images to the police so that the offenders could be prosecuted, and children safeguarded.

Former SC Harvey continued to use the same online services despite having been sent IIOC.

SC Harvey also accepted in a police interview that he may have sent such an image (IIOC) by accident when trying to send adult pornography through these online services.

The Standards of Professional Behaviour alleged to have been breached are Honesty & Integrity (Integrity only), Duties & Responsibilities and Discreditable Conduct.

PC 832 Michael Parker     –     North Yorkshire Police,

No further information has been provided by the force about the alleged Standards of professional behavior which were breached.

Between 1 January 2019 and 30 April 2020, former officer Parker subjected Miss A, a person with whom he was personally connected, to coercive and controlling behaviour. Further, between 1 May 2020 and 3 August 2020, former officer Parker pursued a course of conduct which amounted to the stalking of Miss A.

On 25 July 2022, former officer Parker was convicted by a jury following a trial at Sheffield Crown Court of (i) subjecting Miss A to controlling or coercive behaviour; and (ii) stalking
Miss A. He was remanded in custody upon conviction.

 

On 9th September 2022, former officer Parker was sentenced following his conviction to 5 years imprisonment and a 10-year restraining order relating to Miss A.

Between the 29th day of January 2020 and the 1st day of May 2020, Michael Latimer failed to act with honesty and integrity, failed to act with authority, respect and courtesy, acted in breach of orders and instructions, and his conduct was such that it is capable of discrediting the police service and/or undermining public confidence in it, in that he communicated with Miss B.

Between the 27th day of February 2020 and the 1st day of May 2020, Michael Latimer failed to act with honesty and integrity, failed to act with authority, respect and courtesy, acted in breach of orders and instructions, and his conduct was such that it is capable of discrediting the police service and/or undermining public confidence in it, in that he communicated with Miss C.

Between the 13th day of April 2020 and the 28th day of April 2020, Michael Latimer failed to act with honesty and integrity, failed to act with authority, respect and courtesy, acted in breach of orders and instructions, failed to treat information with respect and access it only in the proper course of police duties, and his conduct was such that it is capable of discrediting the police service and/or undermining public confidence in it, in that he communicated with Miss A.

On 25 July 2022, former officer Parker was convicted by a jury following a trial at Sheffield Crown Court of (i) subjecting Miss A to controlling or coercive behaviour; and (ii) stalking
Miss A. He was remanded in custody upon conviction.

 

On 9th September 2022, former officer Parker was sentenced following his conviction to 5 years imprisonment and a 10-year restraining order relating to Miss A.
