PC Michael Wien     –     Metropolitan Police Service,

On the 25th January 2020 whilst on duty, PC Wien drove a marked police vehicle using blue lights and sirens when he had no authority to do so. PC Wien drove in excess of the speed limit, mounted the curb and lost control of the police vehicle, crashing into street furniture.

Following this incident PC Wien gave a dishonest account in relation to the cause of the collision.

PC Bonnie Murphy and PC Jamie Lewis     –     Metropolitan Police Service,

It is alleged that during the evening of 27 January 2020 PC Murphy asked former PC Lewis to send her a photograph of a decomposed corpse stating she wanted to show her mother, following which former PC Lewis sent the photograph on WhatsApp. Between 27 January 2020 and 23 June 2020 then failed to challenge or report this behaviour for almost five months.

It is also alleged that On 26 March 2020 PC Murphy was due to take her police ‘Basic Driver’ written exam. On 24 March 2020 former PC Lewis sent PC Murphy WhatsApp messages asking her if she wanted the ‘answers’ to the exam and PC Murphy replied that she did.

It is alleged that former PC Lewis then forwarded copies of previous police driving exam material and documents relating to police driving exams to PC Murphy.

On 25 March 2020 former PC Lewis used WhatsApp to send PC Murphy the exam answer sheet that he had used in his exam on 6 February and the two officers discussed how PC Murphy would know if her exam was the same one that PC Lewis had taken.

In August 2016, whilst serving with GMP, PC Beazley attended to a report of a domestic incident involving Ms A and her ex-partner. It is alleged that PC Beazley continued to contact Ms A and a sexual relationship commenced. It is believed the officer abused his position for a sexual purpose.

The LQC has decided the hearing be held in Private taking into account the need for openness and transparency, the sensitive nature of the allegations, and the need for both witness A, and the Superintendent to give their evidence openly unfettered by any considerations of publicity, and the welfare duties to both the witness and the officer, it is directed that under Regulation 39 (7) of the Police Conduct Regulations 2020, that the hearing be held in private.

Sgt Anthony Simpson     –     Cleveland Police,

It is alleged that Sergeant SIMPSON has been in possession of cannabis on 10th March 2022.

Allegation One

When Sgt Simpson received the cannabis, he was party to a supply of controlled drugs from another person. He took no action to bring this criminal offense to the attention of the force.

Allegation Two

Sgt Simpson retained the cannabis, committing a criminal offense.

Allegation Three

Sgt Simpson discussed smoking cannabis in WhatsApp messages with others.

On 04 October 2021, a complaint was registered with BCH PSD by a female, alleging historical criminal domestic abuse ABH offence involving strangulation, criminal damage to property, financial extortion, throwing items, verbal abuse and suicide threats at end of a relationship against the former officer during 2007-2010. The female did not wish to pursue any criminal offences against the former officer but was supportive of a Conduct Investigation.

During the course of the investigation, four other ex-partners were identified. These ex-partners also provided evidence of historic domestic abuse, physical assaults, financial extortion, verbal abuse, coercive-controlling behaviour, threatening and intimidatory behaviour and that the former officer left them in a considerable amount of debt.

A set of case papers and interview discs relating to the investigation of an offence by PC Agalliu which concluded in December 2019.
A large number of cannabis plants under cultivation

On 04/12/2018, whilst on duty, PC Spiteri and a colleague attended at the Edgerton Hotel in Huddersfield.  The officers were responding to a ‘999’ call which had been made by the receptionist at the Edgerton Hotel who was reporting an assault and threatening behavior by a previous guest, Mr Villa.  Mr Villa was subsequently arrested and began to offer resistance.  A struggle ensued which resulted in PC Spiteri taking Mr Villa to the floor in order to restrain him

In this context the Appropriate Authority allege that PC Spiteri used excessive force as follows:

 

  1. By deliberately applying a choke hold to Mr Villa’s neck. That technique carried a high risk of serious injury and should not have been used.
  2. Whether or not the initial application of the choke hold was reasonable, it was held in place for
