It is alleged that on 21 July 2020 Cdr Bennett refused to comply with a lawful order to provide a sample for a with cause drugs test, having been informed that there was reasonable cause to suspect that he had used controlled drugs.

It is alleged that Cdr Bennett refused to provide a sample in order to conceal the fact that he had used cannabis, that he did not have a good reason for failing to comply with such a lawful order, and that his behaviour brings discredit upon the police service and undermines confidence in it.

PC Ian Pinnell     –     British Transport Police,

It is alleged that between March 2020 and September 2021, whilst working with other colleagues, former officer PC Pinnell would incessantly introduce topics of a sexual nature into conversations or would incessantly use sexual innuendos. In addition, he would repeatedly talk about his sex life with his colleagues and ask them about their sex lives. When working with two female officers, he said or used words to the effect “eyes not there, here”. At the same time as making that comment he would signal initially to the area of his penis and then to their eyes;

On a date unknown but in about March / April 2020, whilst talking with a male officer in the Stratford office it is alleged that former officer PC Pinnell patted and stroked the upper part of the back of his right thigh just below his bottom cheek. This action was unsolicited and inappropriate. It resulted in the officer feeling uncomfortable.

On or about 25 May 2021 former officer PC Pinnell gave a female officer a gift. The gift was a pen with a moulding of a penis on the top. You packaged it in a box which had previously contained a sexual aid (a dildo / vibrator) and then wrapped the box. The box was clear that it was packaging for a sexual aid. The gift was unsolicited. Having unwrapped the package in front of her husband the female officer reasonably understood the gift to be a sexual aid. The giving of this unsolicited gift in this manner was inappropriate and led to discomfort and upset for the female officer and further caused difficulties in her relationship with her husband.

XPC Andy Gardner     –     Leicestershire Police,

It is alleged that between November 2018 and March 2022 former Police Constable Andy Gardner breached the standards of professional behaviour, namely honesty & integrity, authority, respect and courtesy and discreditable conduct.

The allegations relate to another serving officer who he had been in a relationship with and his unlawful interference with her private social media accounts, resulting in a criminal conviction.

In November 2018 PC Gardner hacked a social media account and changed the password enabling him to access the account without the owner’s knowledge, which he kept hidden until he was arrested.

On 7 February 2020 PC Gardner was charged with an offence of computer misuse. On 17 June 2020, he pleaded guilty to the offence of computer misuse at Northampton Crown Court and was sentenced on the 7 March 2022 to a 12-month community order.

He was also made subject to a restraining order for three years preventing him from contacting or going within 100 metres of the woman he had the relationship with.

It is alleged that, after dealing with a concern for safety call from domestic premises, the officer sent the female involved in making the call a number of WhatsApp messages, which were considered unprofessional and personal with a motive to develop a relationship with the female.

It is alleged that PS 762 Robert Chandler breached the following Standards of Professional Behaviour as set out in Schedule 2 of the Police (Conduct) Regulations 2020:

It is alleged that frequently, or at least on a number of occasions PS Chandler made inappropriate sexual remarks or comments to a female colleague

It is alleged that PC Chandler made unwelcome physical contact to a female colleague on a number of occasions

It is alleged that PS Chandler has behaved in a manner that brings discredit to the police service or undermines public confidence in policing

It is alleged that on or around 22/03/2021 PC ALLEN uploaded and (therefore distributed) to Google 6 Category A – C Indecent Images/videos of children. An email address attributable to PC ALLEN was used to facilitate this.

SCI Andrew Whitworth – On the night of 16th – 17th October 2021 whilst off duty and socialising with Special Police colleagues in Derby town centre, it is alleged that Specials Chief Inspector Whitworth pinched the bottom of a fellow female Special Constable.

It is further alleged that the former officer behaved inappropriately towards another female colleague by dancing too close to her, invading her personal space, following her around and stating that he was her partner.

SCI Andrew Whitworth – On the night of 16th – 17th October 2021 whilst off duty and socialising with Special Police colleagues in Derby town centre, it is alleged that Specials Chief Inspector Whitworth pinched the bottom of a fellow female Special Constable.

Former Officer SPS Gary Sims – On the night of 16th – 17th October 2021 whilst off duty and socializing with Special Police colleagues in Derby town center it is alleged that former officer SPS Sims slapped a female colleague’s bottom.

It is further alleged that the former officer behaved inappropriately towards another female colleague by dancing too close to her, invading her personal space, following her around and stating that he was her partner.
