It is alleged that between 29th May 2019 and 28th September 2019 PC McMeekin gained access to a vulnerable elderly member of the public’s bank accounts by obtaining signatures on 2 non MPS letters of authority. It is alleged that he then took a quantity of money over a 4 month period from the accounts without permission and informed other officers that this was all part of an agreed care plan and was approved by line managers which was not the case.
The matters set out above are individually and/or collectively so serious that they amount to gross misconduct.

On 6 September 2021, the Officer attended a three-day Modern Slavery Advanced Investigator’s Course in Glasgow. It was a residential event, and the Officers all stayed at the DoubleTree Hilton Hotel.
On the 7th September at the same venue, DI Collins approached three other officers whilst they were eating dinner together and during his conversation with them he appeared to be intoxicated, his conversation with one of the female officers, made her feel uncomfortable. He also shared personal information with her and it is alleged that he touched her arm on at least five occasions.
On the 8th September 2021 about 09:00, one of the senior officers noticed that the DI Collins had not attended the course. When several attempts were made to contact him, no response was received. The Officer’s Senior Duty Officer was then alerted as there were concerns for DI Collins welfare, a with cause breath test was subsequently authorised and it is alleged that DI Collins refused to take the test and then knowingly made false, misleading and inaccurate statements to the Senior Duty Officer.

Allegation one
Discreditable Conduct: It is alleged that between February 2019 and 21 July 2020 whilst off duty Cdr Bennett used controlled drugs. It is alleged that Cdr Bennett’s behaviour brings discredit upon the police service and undermines confidence in it.
Allegation two
Honesty and Integrity, Orders and Instructions, Discreditable Conduct
It is alleged that on 21 July 2020 Cdr Bennett refused to comply with a lawful order to provide a sample for a with cause drugs test, having been informed that there was reasonable cause to suspect that he had used controlled drugs.
It is alleged that Cdr Bennett refused to provide a sample in order to conceal the fact that he had used cannabis, that he did not have a good reason for failing to comply with such a lawful order, and that his behaviour brings discredit upon the police service and undermines confidence in it.

It is alleged that on 21 July 2020 Cdr Bennett provided an explanation for refusing to provide a sample for a with cause drugs test that he knew to be untrue and that his behaviour brings discredit upon the police service and undermines confidence in it.
