PC Kasim Rehman     –     British Transport Police,

PC Rehman is to answer allegations in relation to the breaches of the standards as in Orders & Instructions, Duties & Responsibilities, Honesty & Integrity and Discreditable Conduct in that;

On 13 July 2021, officers were called to attend Ryder Brow Railway Station.

They were despatched to assist with a suicidal male as there were obvious and immediate concerns about the males mental health.

It is alleged that during the incident, Pc Rehman turned off a fellow officers body worn video on two occasions. This was in breach of policy.

PC Rehman also failed to carry out his duty and obligations to the best of his ability. He should have ensured that he did not leave the male alone until either he had voluntarily admitted himself to hospital for a mental health assessment or he had taken him under s. 136 powers to have him assessed. He failed to take adequate steps to ensure that the male was safe.

He is further alleged to have made an a written statement that was false, misleading and inaccurate, dishonest and made to protect his position.

PC 24421 Miah     –     West Midlands Police,

On 20 November 2020, without reasonable excuse the former officer visited London and breached the Health Protection (Coronavirus, Restrictions) (England) (no 4) Regulations 2020. The officer provided a false explanation on the reason for his presence in London and his role at West Midlands Police when questioned by the Metropolitan Police.

On 23 December 2020, the former officer told a supervisor in a formal meeting that his absence on 15-23 November was due to self -isolation pending test results as he had displayed Covid-19 symptoms. This was a false account as the officer was not self-isolating on 20 November 2020 when he visited London.

Former SC Robyn Wilson     –     Northamptonshire Police,

It is alleged that the former officer concerned:

At the time was enrolled as a student at Northampton University completing a policing diploma qualification. She was also a special constable.

On July 3, 2021, she met with a Special Constable colleague and a Police Constable colleague at a public house where they had around three glasses of cider. She proceeded to tell them;

a) That she and Officer A had been spoken to by a Sergeant about an allegation that she and Officer A were in an intimate relationship, which both of them had denied.

b) That it was in fact correct that she and Officer A were in an intimate relationship and that (by implication) she had lied to the Sergeant;

c) That on a date unknown she was at her home address with Officer A whilst they were both on duty, and the two of them were having sex when Officer A was called on his radio to attend a grade one emergency incident;

d)That there were naked images on her phone of Officer A and that he and her had been sending these images to each other.

The statements that she made were false, but she intended the Special Constable colleague and/or Police Constable colleague to believe that they were true.

It is alleged that on 11 August 2020, whilst PC Javeed was on duty at a police station, he touched a member of staff (Miss A) inappropriately without her consent.

Had sexual relations with a vulnerable member of the public whilst on duty
Gave untruthful answers to a Police Custody Sergeant in relation to his own medical history

The matters set out above are individually and/or collectively so serious that they amount to gross misconduct.

On 6 September 2021, the Officer attended a three-day Modern Slavery Advanced Investigator’s Course in Glasgow. It was a residential event, and the Officers all stayed at the DoubleTree Hilton Hotel.

On the 7th September at the same venue, DI Collins approached three other officers whilst they were eating dinner together and during his conversation with them he appeared to be intoxicated, his conversation with one of the female officers, made her feel uncomfortable. He also shared personal information with her and it is alleged that he touched her arm on at least five occasions.

On the 8th September 2021 about 09:00, one of the senior officers noticed that the DI Collins had not attended the course. When several attempts were made to contact him, no response was received. The Officer’s Senior Duty Officer was then alerted as there were concerns for DI Collins welfare, a with cause breath test was subsequently authorised and it is alleged that DI Collins refused to take the test and then knowingly made false, misleading and inaccurate statements to the Senior Duty Officer.
