It is alleged that he then took a quantity of money over a 4 month period from the accounts without permission and informed other officers that this was all part of an agreed care plan and was approved by line managers which was not the case.
The matters set out above are individually and/or collectively so serious that they amount to gross misconduct.

That on 27.02.19 whilst inside a shower cubicle in the changing rooms at Gloucestershire Police Headquarters, the officer used or attempted to use his mobile telephone to observe the person using the shower cubicle next to him and/or photograph or video the person using the shower cubicle next to him.

It’s also alleged After leaving the changing rooms having been accused of a serious allegation [allegation 1], the officer:

1.Failed to surrender his phone so that it could be examined.

2.Interfered with what he knew or ought to have known was a potentially relevant piece of evidence.

3.Deprived the investigation of the ability to examine the phone before he interfered with it, backed it up and restored the phone to factory settings.

4.Deleted any photographs or video footage he had taken from inside the cubicle.

5.Failed to inform the arresting or interviewing officers that he had backed up and restored his phone that morning. If proven these allegation have been assessed as being sufficiently serious so as to amount to gross misconduct.

between Monday 17 January and Friday 28 January 2022 at Thames Valley Police’s Headquarters in Kidlington in front of legally qualified chairperson, Mr John Bassett. This is subject to any government changes in respect of Covid-19.

The hearing relates to Police Constables Ben Pecorini and Myles Mykoo and former Police Constable Sarah Joesbury.

It is in connection with incidents on 18 March 2019 when PC Pecorini, PC Mykoo and former PC Joesbury were off-duty and socialising with other off-duty colleagues in central London.

It is alleged that during a train journey, PC Pecorini and PC Joesbury began dancing in a sexualised manner and another passenger; ‘Mr A’ began filming this.

It is alleged that PC Pecorini and former PC Joesbury spoke to Mr A and then a confrontation took place, during which force was used and injuries were caused.

It is alleged that PC Pecorini, PC Mykoo and former PC Joesbury used their warrant cards to travel on the train, rather than obtaining a ticket.

The agreement with the rail company is that police officers may use their warrant cards to travel without a ticket, but will be expected to provide help and assistance if an incident occurs during the journey.

It is alleged that the three officers were too intoxicated to provide meaningful help and that using their warrant cards to travel free of charge breached the Standards of Professional Behaviour in respect of Duties and Responsibilities, Orders and Instructions and Discreditable Conduct.
It is further alleged that PC Pecorini, PC Mykoo and former PC Joesbury behaved in a disorderly manner on the train, engaging in noisy and drunken behaviour, in breach of the Standards of Professional Behaviour in respect of Authority, Respect and Courtesy and Discreditable Conduct.
It is also alleged that PC Pecorini and former PC Joesbury engaged in sexualised and inappropriate dancing on the train, in breach of Authority, Respect and Courtesy and Discreditable Conduct paragraphs of the Standards of Professional Behaviour.
It is further alleged that PC Pecorini, PC Mykoo and former PC Joesbury confronted the passenger in a loud, aggressive and/or physical manner, in breach of the Standards of Professional Behaviour in respect of Authority, Respect and Courtesy and Discreditable Conduct.
It is finally alleged that PC Pecorini used unreasonable force on Mr A when he struck him in the face with his elbow, in breach of the Authority, Respect and Courtesy, Use of Force and Discreditable Conduct paragraphs of the Standards of Professional Behaviour.

It is not currently known whether the hearing is to be held in private or public.

It is alleged that former PC Lings breached the Standards of Professional Behaviour in that:

1. On 16th March 2020, he was at the home address of PC A where he:

a) Made comments that were personal, derogatory and of a sexual nature aimed towards PC A.

b) Subjected PC A to unwanted touching. In particular he:

Placed his hand on PC A’s leg and moved his hand towards the top of her leg and crotch area;
Pushed her onto the bed;
Lay on top of her;
Kissed her face and neck; and/or
Touched her over her clothing.
2. On 20th December 2019, whilst present in a hotel room in Lincoln following his Patrol’s Christmas party, he subjected PC B to unwanted touching. In particular he:

Pushed her backwards onto the bed; and/or
Lay on top of her.
