Standards of professional behavior that have allegedly been breached

Circumstances of Alleged Breaches
Allegation 1 On or around November 3, 2020, your conduct breached the standards of professional behaviour in respect of your use of confidential Police systems.
The Northamptonshire Police Computer Misuse Policy expressly prohibits accessing information on confidential Police systems relating to friends, family members, acquaintances, neighbours or celebrities.
You commenced a relationship with KE. On November 3, 2020 you were on duty when you accessed NICHE and conducted a detailed find using the date of birth and partial surname of KE. You accessed the nominal of KE and reviewed information contained on KE’s nominal record. You then accessed an occurrence relating to an offence where KE was listed as the aggrieved. This would have provided you with information describing the occurrence and what was recorded. This also provided you with information relating to the other people involved in the occurrence.
The particulars of misconduct are as follows:
Your access of KE’s information was unauthorised and you had no reasonable excuse for accessing KE’s nominal and/or occurrence as
You did not have a legitimate policing purpose for conducting the research
Further or in the alternative, the access was prohibited by the Northamptonshire Police Computer Misuse Policy
Allegation 2 Between September 1 and December 11, 2020, your conduct breached the standards of professional behaviour in respect of your work times and accrual of time owed in lieu (TOIL) to which you were not entitled.
At all material times you were deployed in the Initial Investigation Team (IIT). You understood that Northamptonshire Police operated a duty management system for booking on and off duty. This was intended to record working time to ensure that staff worked the hours for which they were paid. Where staff worked more hours than rostered, this would be due back to them as time off in lieu (TOIL).
The accurate operation of this system relies on staff booking on and booking off manually. On various dates between September 1 and December 11, 2021, you logged out of your computer and finished work before the end of your rostered period of duty, but did not book off. The failure to book off created the inaccurate record that you had continued working until your end of duty time.
The failure to book off on days when you finished work early maintained a false impression that you retained a balance of time off in lieu (TOIL). Had you booked off when you finished work, your TOIL balance would have been depleted. The failure to book off enabled you to continue to request and/or take time off attributing it to a TOIL balance which had been artificially maintained and/or to which you were not entitled. This created the false impression that you were entitled to TOIL.
