Circumstances of Alleged Breaches

PC Rudvelle Walters, based at North West – BCU, will answer allegations that his conduct amounted to a breach of Standards of Professional Behaviour, in respect of:

It is alleged that on 5 February 2019, PC Rudvelle Walters attended a hotel in Wembley to conduct a welfare check on a missing person (Ms A). It is alleged that, while in the hotel room, PC Walters:

exchanged personal telephone numbers with Ms A, and “friended” her on Facebook, along with Ms A’s friend (Ms B) who was also present.
telephoned Ms A and, later, messaged her on Facebook Messenger
slapped Ms A’s backside, and placed his hand down her knickers.
posed inappropriate questions to Ms A and Ms B
attempted to kiss Ms B.
It is alleged that in doing so PC Rudvelle Walters has breached the Standards of Professional Behaviour in respect of ‘Discreditable Conduct’, ‘Honesty and Integrity’, ‘Equality & Diversity’, and “Authority, Respect & Courtesy’. Further, this conduct is alleged to amount to gross misconduct.
