Circumstances of Alleged Breaches

The hearing is in connection with allegations that the two officers, PC Lydia Jackson and PC Robert Lawton failed to appropriately detain a man “Mr A” who was under arrest on suspicion of possession of class A drugs with intent to supply offences.

On the evening of 14 April 2021, the officers were allocated the task of escorting Mr A to the Horton General Hospital after he complained of sustaining injuries following his arrest. Mr A was placed in handcuffs, and it is alleged that the officers failed to ensure that he was handcuffed appropriately while at the Horton General Hospital. It is alleged that the officers failed to closely supervise Mr A and he absconded from officers.

It is further alleged in respect of PC Lawton that during a training day on 30 June 2021, he referred to a colleague and a senior officer in a derogatory manner.
