Circumstances of Alleged Breaches

On 30th August 2021 a crime report was created to record an offence involving Miss X (suspect).
On 13th September 2021 former PC Dearlove attempted to finalise the crime by way of a Community Resolution Notice. The form was initially rejected by PC Dearlove’s line manager and PC Dearlove was directed to retain the form for one month before re¬submitting for finalisation.

On 15th October 2021 PC Dearlove re-submitted the Community Resolution and finalisation template to the Force Crime Management Unit. The form was rejected because PC Dearlove had counter signed on behalf of Miss X which was not acceptable. PC Dearlove was tasked to obtain a signature from Miss X.

On 15th October 2021, PC Dearlove re-submitted the Community Resolution to Mr Hirst with the purported signature of Miss X in the suspect section. Mr Hirst was concerned that the signature appeared similar to PC Dearlove’s own writing. Miss X was contacted by telephone and confirmed that she had not signed the form.
PC Dearlove subsequently accepted that he falsified Miss X’s signature.
