Submissions made on behalf of the officer are based on the welfare of a third party, that third party is a child who is associated with the officer. Confidential documentation has been provided which shows a history of significant concern for the welfare of the child, the officer submits this remains current and ongoing. The core of the submissions made on behalf of the officer are that publicly identifying the officer may directly and significantly impact on the welfare of that child. The officer submits the confidential material provided supports that assertion.
Submissions are made that paragraph 11.84 HOG is relevant. This paragraph states that the chair may consider imposing some restrictions based on their assessment, a variety of factors may be considered, some are listed at 11.84, but the chair is not limited to those factors.
