Circumstances of Alleged Breaches

It is alleged that between 13th August 2020 and 24th November 2020, PC Bolton interacted with a vulnerable female (Ms A) who he met on duty. The interactions were inappropriate and/or brought discredit to the police service in that he viewed an inappropriate image of the female, touched her breasts, exchanged images of an inappropriate, intimate, and or sexual nature, and engaged in conversation discussing the possibility of forging a relationship with her.

It is alleged that on or around 23rd August 2020, PC Bolton re-scored a risk assessment relating to Ms. A which was done with an aim of increasing the score, rather than completing the assessment in an objective and honest manner
