It is alleged that the officer concerned:

Between September 2019 and December 2020 he failed to be diligent in the exercise of his duties by progressing the investigation into the alleged offenses in a timely fashion;
Between September 2019 and December 2020 he failed to be diligent in the exercise of his duties in that he failed, without reasonable excuse, to take a statement from a named witness;
In or about December 2020 he failed to be open and honest with his supervisor in that he made the following false statement to him:
In or around December 2020, that he had tried to contact with the witness on the and December 2 and 3, 2020 but had not received a response from him;
