Circumstances of Alleged Breaches

It is alleged that, on 18 June 2021, former Special Constable Thomas Willoughby was travelling from Staines Railway Station to Hounslow Railway Station. Former SC Willoughby had not purchased a rail ticket for this journey. Former SC Willoughby subsequently resigned from the Metropolitan Police service – his last day of service was 1 November 2021.

On 14 January 2022 former SC Willoughby appeared before Uxbridge Magistrates’ Court where he pleaded guilty to Travel on the Railway Without Paying the Fare, Contrary to Section 5(3)(a) of the regulation of Railways Act 1889.

The former officer was fined £150 and ordered to pay compensation of £3.90 (the cost of the ticket), CPS costs of £85 and a surcharge of £34.
