Circumstances of Alleged Breaches

On Saturday 5 September 2020, at approximately 00.30am, police were called to a residential car park following reports that former DC Putnam was observed driving a motor vehicle erratically in the car park area.

Officers attended the scene and former DC Putnam was arrested under section 4 of the Road Traffic Act for driving whilst being unfit through alcohol.

Former DC Putnam, who was off duty at the time, was conveyed to Romford Police Station where he provided two specimens of breath, the lower reading being 104 micrograms of alcohol per 100ml of breath, three times above the legal limit for driving.

Former DC Putnam was subsequently charged with driving with excess alcohol in his system. The criminal investigation was later discontinued, following legal arguments over whether the location in which former DC Putnam was found was a public or private place and if the offence was indeed complete.
