On 13/02/2023, whilst off duty, Officer X was subject to a vehicle stop on Key Street, Bolton by PC Graham of Greater Manchester Police. PC Graham had, earlier in the evening, witnessed Officer X’s vehicle parked on double yellow lines, with the engine running. Inside the vehicle he noted a male driver and a female front seat passenger. PC Graham then noticed the female passenger exit the vehicle. PC Graham recognised the female as a known drug user from the local area.

PC Graham spoke to the female, who confirmed she had exited Officer X’s car and that she was a ‘working girl’ and stated that, “he picked me up from Lever Street, I worked and then he dropped me back off here”.

It is alleged that PC X has on 11-12th July 2023, viewed colleagues’ Body worn video footage on multiple occasions without a policing purpose for doing so. The footage included officers attending a number of serious incidents, the scenes and dealing with the aftermath of such.

When initially questioned about the access of this material, PC X advised this was for self-education regarding investigations and was not discussed with anyone else. Further evidence was provided suggesting that on 12th July 2023, PC X discussed what they had seen in the footage with a colleague, stating they had viewed it due to boredom
